A RESOLUTION URGING THE HOUSE OF REPRESENTATIVES TO PASS A LAW ESTABLISHING THE NATIONAL RESEARCH CENTER (NRCSP) FOR SUSTAINABLE PACKAGING TO ADVANCE INNOVATION, REDUCE PLASTIC WASTE, AND PROMOTE ENVIRONMENTAL STEWARDSHIP

WHEREAS, the Philippines generates over 2.7 million tons of plastic waste annually, with single-use plastics constituting a significant portion of pollution in landfills, waterways, and oceans.

WHEREAS, the National Solid Waste Management Commission (NSWMC) Resolution No. 1363, s. 2020 bans “unnecessary” single-use plastics in government agencies, while House Bill 9147 seeks to regulate single-use plastics and implement extended producer responsibility (EPR) schemes.

WHEREAS sustainable packaging alternatives—such as cassava-based, bamboo, or biodegradable materials—are critical to achieving circular economy goals and reducing dependency on fossil-fuel-derived plastics.

WHEREAS the Philippine Action Plan for Sustainable Consumption and Production (PAP4SCP) emphasizes the need for research-driven solutions to align with global climate commitments and the Sustainable Development Goals (SDGs);

WHEREAS, current efforts lack a centralized institution to pioneer scalable innovations, foster industry-academic collaboration, and provide policy recommendations for sustainable packaging systems.

NOW, THEREFORE, BE IT RESOLVED, that the House Committee on Ecology hereby urges the House of Representatives to pass legislation establishing the National Research Center for Sustainable Packaging (NRCSP) with the following mandates:

1.   Research and Development:

·       Conduct cutting-edge research on biodegradable, compostable, and recyclable packaging materials.

·       Develop cost-effective solutions tailored to local industries, including SMEs and agricultural sectors.

2.   Policy Support:

·       Collaborate with the Climate Change Commission (CCC), DENR, and DOST to align innovations with laws such as the Expanded NIPAS Act and RA 9003 (Ecological Solid Waste Management Act).

·       Advise Congress on updates to packaging regulations, EPR frameworks, and incentives for green industries.

3.   Public-Private Partnerships:

·       Partner with universities, manufacturers, and international organizations (e.g., UNESCO, ASEAN) to pilot sustainable packaging technologies.

·       Securing grants and investments for large-scale adoption of eco-friendly alternatives.

4.   Education and Advocacy:

·       Launch nationwide campaigns to raise public awareness about sustainable consumption.

·       Train local governments and businesses in waste reduction strategies.

BE IT FURTHER RESOLVED, that the proposed NRCSP shall be funded through a combination of government allocations, international climate funds, and private-sector partnerships.

Explanatory Note

This resolution responds to urgent environmental challenges highlighted in recent Senate inquiries on protected areas (P.S. Res. Nos. 967, 970, 973, 976) and aligns with global benchmarks for sustainability. The NRCSP will address gaps in policy implementation, drive green job creation, and position the Philippines as a leader in sustainable packaging innovation.
